WHEREAS, The Senate of the State of Texas is pleased to recognize the 50th
anniversary celebration of the United Nations Declaration of Human Rights; and
WHEREAS, The idea of a compact between people and governments has been
evolving since before the British Magna Carta and has continued to develop
through the United States Bill of Rights and the French Declaration of the
Rights of Man; and
WHEREAS, In the aftermath of World War II, the experience of the Nazi
Holocaust changed forever the popular understanding of the abuses of human
rights and raised awareness that an international guarantee of human rights
was needed; and
WHEREAS, The Universal Declaration of Human Rights is a document drafted by
Eleanor Roosevelt; adopted by the United Nations; and proclaimed the United
Nations Declaration of Human Rights on December 10, 1948; and
WHEREAS, The special statement contains 30 articles guaranteeing the rights
of all people and includes a wide variety of economic, social, cultural,
political, and civil rights; and
WHEREAS, A national celebration will be held to observe the 50th
anniversary, and a large number of organizations plan to take part,
especially in New York, Chicago, San Francisco, and Houston; now, therefore,
be it
PROCLAIMED, The Senate of the State of Texas hereby commends the 50th
anniversary celebration of the United Nations Declaration of Human Rights on
December 10, 1998; and, be it further
PROCLAIMED, That a copy of this Proclamation be prepared as an expression of
the high regard of the Texas Senate.
